In Jaipur the price is rarely the problem. The paperwork is. This guide explains the titles you will meet, the approvals that matter and the order to check them in.
A Jaipur plot is safe to buy when the land has been legally converted from agricultural use (a 90-A order), sits in an approved layout that matches the master plan, has a clean chain of title on the land records, and, for projects over 500 sq m or 8 plots, is registered with RERA Rajasthan. A JDA patta on an approved scheme is the most straightforward title.
| Safest title | JDA patta on an approved scheme or regularised colony |
|---|---|
| Conversion law | Section 90-A, Rajasthan Land Revenue Act, 1956 |
| RERA threshold | Projects over 500 sq m or more than 8 units |
| Stamp duty + cess + registration | About 8.2% (men) or 7% (women) of the higher of DLC value and price |
| Where to check records | Apna Khata (jamabandi), RERA Rajasthan, JDA |
Jaipur is a land-led market. One October 2026 analysis estimated that roughly two-thirds of transactions are land: JDA colony plots, khatedari agricultural land awaiting conversion, and houses built on both. Flats exist, mostly along Ajmer Road, Tonk Road and Jagatpura, but they are the smaller part of the market.
That matters because a flat in a RERA-registered tower comes with a developer, a project file and a regulator. A plot can come with anything from a JDA lease deed to a handwritten society allotment letter. The same street can hold both.
| Title | Who issues it | What it usually means | Risk |
|---|---|---|---|
| JDA patta | Jaipur Development Authority | Plot in a JDA scheme or a colony JDA has approved or regularised | Lowest |
| Society patta | A housing cooperative society | Allotment by a society; the land may or may not be converted and approved | Medium to high |
| Khatedari land | Revenue records (agricultural) | Farmland; building on it needs a 90-A conversion first | High for housing |
| Housing board / RIICO | Rajasthan Housing Board, RIICO | Plots in government schemes or industrial areas | Low, with scheme conditions |
A JDA patta is a lease deed from the development authority. It is the title banks and building-plan approvals are most comfortable with. A society patta was common for colonies developed through housing cooperatives; many such colonies were later regularised by JDA, but not all. In Rajasthan, land is agricultural unless it has been converted. Section 90-A of the Rajasthan Land Revenue Act, 1956 is the provision under which agricultural land is permitted for non-agricultural use: housing, shops, a farmhouse, a hotel. Within the Jaipur region the process runs through JDA; outside it, through the revenue authorities.
A colony carved out of agricultural land without conversion has no legal standing as a residential layout. Plots sold before conversion generally cannot get bank finance or building approval. In February 2026 JDA demolished roads, boundary walls and gates built “without approval or land conversion” in early-stage colonies near Mudota on Kalwar Road, Ramkui, and a scheme near Bassi. Buyers in those colonies held receipts, not land.
What to ask for: the conversion order itself, its date, the khasra numbers it covers, and the approved layout plan that follows it. “File in process” is not conversion. See what is 90-A conversion.

Yes, for projects above the threshold. Under Section 3 of the Real Estate (Regulation and Development) Act, 2016, a project must be registered if the land exceeds 500 sq m or the units exceed eight. RERA Rajasthan held in an order dated 8 March 2022 that meeting either condition is enough. Plotted colonies sold by a developer usually cross it.
Search the project and the agent on the RERA Rajasthan portal. How-to: check RERA registration in Rajasthan.
For any plot that started as farmland, the jamabandi on Apna Khata shows the owner names, khasra numbers, area, land classification and mortgage entries. The names should match the seller, the area should match the deed, and there should be no unexplained mortgage. Mutation (namantaran) status shows whether earlier sales were entered. Step by step: read a jamabandi on Apna Khata.
Rajasthan charges stamp duty on the higher of the DLC value (the government’s minimum valuation) and the agreed price.
| Buyer | Stamp duty | Labour cess | Registration | Total (approx.) |
|---|---|---|---|---|
| Man | 6% | 20% of duty | 1% | 8.2% |
| Woman | 5% | 20% of duty | 1% | 7% |
| SC/ST/BPL woman | 4% | 20% of duty | 1% | 5.8% |
On a ₹50 lakh plot bought by a man that is ₹3,00,000 duty, ₹60,000 cess and ₹50,000 registration: ₹4,10,000. DLC rates rose about 10% statewide from 1 April 2026, with a Jaipur revision reported at 10% to 49% by zone, so check the current DLC rate for your exact colony. Try the registry calculator.
Banks lend on plots, usually as a plot loan or a “plot plus construction” loan, when the title is clear: typically a JDA patta or approved layout, conversion in place, and a clean chain of title. Society patta plots and unconverted land are where applications stall. See home loans on society patta plots.

No title is completely risk-free. A JDA patta on an approved layout removes the biggest risks (conversion and layout), but you still need to check that the seller is the recorded owner, that there are no loans or disputes against the plot, and that the plot on the ground matches the plan.
You can buy agricultural land, but you cannot legally build a house on it until a 90-A conversion is granted, and conversion is not guaranteed. The master plan zone, road access and ceiling rules all affect it. Price it as farmland, not as a residential plot.
About 8.2% of the higher of the DLC value and the price for a man (6% duty, 20% cess on the duty, 1% registration) and about 7% for a woman (5% duty). Use the calculator.
A patta is the title document (for example a JDA lease deed) issued to an owner. A registry is the registered sale deed that transfers that title from seller to buyer at the sub-registrar's office. When you buy a resale plot you get a registered sale deed, and the patta is transferred into your name.
Plotted projects above 500 sq m or more than 8 plots must be registered with RERA Rajasthan, which treats either condition as enough. Individual resale plots do not need RERA registration.
